According to the British think-tank Transform, prohibition of cannabis, cocaine, crack and heroin has proven a failure. The world's governments should acknowledge that the right solution is legal control over production and distribution of all drugs. By 2020, the present prohibitionist is likely to have been replaced by an orderly and controlled market.
